Frank V. Carone

Frank V. Carone is the Founder and Chairman of Oaktree Solutions and the former Chief of Staff to New York City Mayor Eric Adams. A decorated U.S. Marine, bestselling author, and one of New York’s most respected legal and political strategists, Frank brings over 30 years of experience navigating the intersection of business, government, and law.

As a business litigator and negotiator, Frank is known for aligning competing interests to deliver results in complex, high-stakes environments. His bestselling book, Everyone Wins!, outlines his core philosophy: sustainable success is built on win-win relationships.

At City Hall, Frank led transformative projects including the Brookdale SPARC campus, the Brooklyn-Queens Expressway redesign, and the Willets Point soccer stadium and housing development. He also championed New York City’s bids for the 2024 Democratic National Convention and the 2026 FIFA World Cup.

Frank founded Oaktree Solutions in 2023 to help clients—from nonprofits and startups to Fortune500 companies—achieve impact through public affairs, crisis management, strategic consulting, and brand development. The firm has quickly grown into one of NYC’s leading advisory groups.

Prior to government service, Frank served as Executive Partner at Abrams Fensterman, LLP, where he built the firm’s Brooklyn office into the borough’s largest. He is currently Of Counsel there. He has represented the State of New York in politically sensitive matters and served on the NYC Taxi & Limousine Commission under Mayors Bloomberg and de Blasio.

Frank serves on the boards of the Central Park Conservancy and MoMA. He lives in New York and Florida with his wife and two children.
