Matthew A. Quiñonez

Matthew A. Quinonez is the Chief Operating Officer of Oaktree International Sports & Entertainment Ventures, where he directs operations and oversees international business development. In this role, he leads global sports diplomacy initiatives and drives the promotion of large-scale international events. He also serves as Chief of Staff & Managing Director, Business Development at Oaktree Solutions, guiding strategic initiatives across government affairs and corporate partnerships. Recognized by City & State New York as one of the Top 40 Under 40 Rising Stars and included in the 2024 Power of Diversity: Latino 100 as one of New York’s top Hispanic leaders, Matthew brings a proven record of leadership across sectors.

Before transitioning to the private sector, Matthew served in senior roles across New York City government, including as Special Assistant to the Mayor’s Chief of Staff, the Deputy Mayor of Administration, and the Deputy Mayor of Health & Human Services, where he was part of the team that launched the City’s first Vaccine Command Center during the COVID-19 pandemic. Earlier, as Special Assistant to the Budget Director at the Office of Management & Budget, he contributed to oversight of the nation’s largest municipal budget.

These experiences laid the foundation for his work at OISEV, where he applies his government background to global sports diplomacy and international business development. Across every role, his focus has been advancing initiatives that strengthen institutions, expand opportunity, and connect visionaries across borders.

Matthew holds a Bachelor of Arts in Political Science from Baruch College. Outside of his professional work, he is dedicated to animal welfare, fostering dogs and cats and supporting local shelters.
